Start with the first EU border
If a connection involves entry in another EU country before Spain, check that country’s entry handling as well. An airline booking to Madrid does not prove Madrid is the first inspection point. Ask whether the pet stays in transit or is collected and cleared during the connection.
Use the correct document branch
Spain separates EU travel from entry from third countries. For the applicable non-EU branch, consult MAPA’s current certificate and declaration requirements and the export authority’s issuing process. A vaccination booklet or a document called a pet passport outside the EU is not automatically accepted as an EU pet passport.
Resolve the origin category before timing tests
This reference has not completed Mexico’s classification under the current EU list or the disputed wording of the Spanish antibody-test waiting period. Do not infer that a test is required or waived from this guide. Obtain the applicable MAPA branch, then plan sampling, waiting, certification and flight approval in that order.
