Different documents for EU and non-EU arrivals. Check identification, vaccination and the entry procedure.
Category and travel-history branches require the stated conditions. A departure airport alone does not establish eligibility.
Non-commercial travel
Dog / Cat · In the cabin / Accompanied hold baggage / Separate cargo service
The ordinary non-commercial scope covers up to five pets, no sale or ownership transfer, and travel with the owner or an authorised person. If transported separately, the owner must make the same journey within five days before or after the pet. An authorised person needs the owner’s written authorisation. Documented event exceptions are outside this summary.
Standard non-commercial EU travel. Germany is the supported departure example; check owner accompaniment, number of pets and valid documents.
Dog / Cat · In the cabin / Accompanied hold baggage / Separate cargo service
For entry into Spain from another EU member state, the dog or cat needs a microchip (or a still-legible tattoo applied before 3 July 2011), valid rabies vaccination and a completed EU pet passport. Equivalent non-EU territories require their own official branch check.

Dog / Cat · In the cabin / Accompanied hold baggage / Separate cargo service
Spain does not allow the unvaccinated-young-animal exception. The minimum vaccination age is 12 weeks; allow at least 21 days after completion of the primary course. The ministry states a minimum entry age of 15 weeks. Valid on-time boosters follow the applicable vaccination-validity rules.

For the ministry’s third-country certificate branch, obtain the EU-model animal health certificate signed by an official veterinarian, at least in Spanish, the corresponding declaration, and certified identification/vaccination records. This summary does not replace the separate valid-passport or equivalent-territory branches.
Non-EU branch only. Confirm the origin category under the current EU list, passport exceptions and approved entry points with MAPA. This branch is not offered as a completed checklist.
Dog / Cat · In the cabin / Accompanied hold baggage / Separate cargo service
For origins not listed in Annexes I or II of Regulation (EU) 2026/636, an authorised-laboratory rabies antibody test is required, with at least 0.5 IU/ml. Following primary vaccination, sampling is at least 30 days later; the legal text separately covers an ongoing valid vaccination series. Consult the current country lists and certificate procedure.

Rules depend on the route, animal and operating carrier. Confirm your own journey with the relevant authority and airline.
Applicable conditions
The blood-test waiting period needs a certificate-specific check. The ministry’s page mixes “90 days” and “3 months before entry”, while the current referenced legal annex says at least 90 days before the animal health certificate is issued. This field must not calculate or confirm a travel date.
