Timor-Leste Pet Import Requirements

Correct live-animal form obtained, but a later 27 June 2025 government circular prohibits dogs/cats entering from abroad; current lifting unconfirmed.

The current trade-portal index now links the correct 2024 Option A form (form_1719372270.pdf): it expressly includes pets, specifies 72-hour arrival notification with import/export document copies, estimates three working days for processing and asks for a quarantine address without a fixed duration. This is a blank application, not entry approval. More consequentially, the government’s joint rabies circular dated 27 June 2025 prohibits transporting dogs, cats and monkeys between municipalities and from abroad into Timor-Leste, by land, air or sea, and states seizure/elimination upon discovery. No lifting or pet exception was verified in this research. The permit form does not override that later restriction. The law directory still says 41/2023 has not yet come into effect, while the form cites it and contains “consignments that comply” wording that requires clarification. Australian Micor’s 2002/2004 dog/cat protocols and their fourteen-day branch do not prove present permission. Obtain the authority’s written current restriction status and any valid species/route approval before arranging pet transport. No definitive import checklist is generated.

Rules depend on the route, animal and operating carrier. Confirm your own journey with the relevant authority and airline.
